Some TJs only have the outer set of holes in the rear crossmember, the shackle points can be used as a template to mark the inner holes.  These holes need to be at least 7/16 in diameter.

The bottom bolts in the frame may break off, these will need to be drilled out and tapped to M12x1.75.  If the bottom bolts are not in the frame there is a good chance that the bottom holes will be rusty and should be cleaned up with a M12x1.75 tap.
